• Council: sponsorship of wellness programs requires continued congressional support

    Tamara M. Simon, Managing Director of the Knowledge Resource Center and Career Practice at Buck Consultants, a Xerox Company, testified on behalf of the American Benefits Council before the house Education and the Workforce Subcommittee on Workforce Protections on March 24 to encourage legislative support for HIPAA-compliant wellness programs.

    "The Preserving Employee Wellness Programs Act (H.R. 1189) strikes the right balance between providing certainty to employers and ensuring an appropriate role for the EEOC to protect employees from discrimination," Simon said.   • For members only: summary of state retirement plan initiatives

    In conjunction with a February 26 Benefits Briefing webinar, the Council has released a new Benefits Blueprint, for members only, outlining the latest state retirement plan initiatives, including a summary of the Illinois Secure Choice program, the first state-mandated employer retirement plan signed into law.

    Retirement plan coverage continues to be a concern for many legislators. Numerous legislative proposals have been introduced on both the federal and state levels and are driven by a desire to increase retirement plan coverage. A chart available on the Council website also summarizes the leading proposals to expand retirement plan coverage.

  • Council unveils "A 2020 Vision"

    On September 23, 2014, the Council released A 2020 Vision: Flexibility and the Future of Employee Benefits, a public policy strategic plan setting forth the Council’s goals and priorities for improving the employer-sponsored benefits system.

  • For members only: Updated Benefits Blueprint summary of PPACA 40% Excise Tax

    Now available on the Council website for members only is an updated Benefits Blueprint reviewing the statutory requirements as well as IRS Notice 2015-16 on the 40 percent excise tax imposed on high-cost health coverage under the Patient Protection and Affordable Care Act (PPACA). A companion document, with answers to certain "Frequently Asked Questions" regarding the excise tax, is also available.

    Working with the Administration and Congress to reduce the impact of the excise tax on employers remains a top priority for the Council.
